The meaning of the word drug in that sentence is to be drugged, as in like alcohol drugs you, heroin drugs you, and if we call mushrooms and LSD drugs we are saying that they do what alcohol and heroin do, which is take you away from yourself.
Drugs can also mean medicine. But that’s not what the Nixon administration meant by the word drug when they passed the controlled substances act.
