You misread.Stepmom was a sheriff.
Mom is a dual citizen Norway/US. She is only a criminal because she tried to get her son away from his father by taking him to Norway.

It was his stepmom’s gun, not the mom’s. Article was probably edited at some point, since I see at least one place where they forgot the step part.
That makes a lot more sense, there was no mention of a stepmom when I read it.
